The British Polish Chamber of Commerce BPCC invites you to the conference “Małopolska 2012 Regional and European Transport. International Forum of Road Transportation and Logistics Experts” is one of the expert forums of BPCC.

The purpose of the forum is to summarize the position of Małopolska and its transport network, to develop remedies that will stimulate all groups concerned (decision-makers, diplomats, experts, businesspeople and the media) to find solutions and to involve all these groups in the process of further integration of the Małopolska transport network with the transport network of this region in Europe.

The meeting will review the new transport development strategy, the current status of road and rail projects, social and economic costs of abandoning the planned infrastructure undertakings as well as alternative methods of funding railway and road network projects. The conference bears the potential of acquiring knowledge connected with the alternative methods of procedure and investment in the road and rail infrastructure as well as the optimalization of investment processes in this field. The event involves a discussion of road projects carried out in the Małopolska region. The discussion will be attended by the regional and central authorities responsible for land and rail transport as well as by representatives of Slovakia and Ukraine, countries on which the road infrastructure in southern Poland has impact.

The Forum is organized with the support and help from the Małopolska Voivode and the Marshall's Office of the Małopolska Voivodeship. We can expect that the International Forum “Małopolska 2012 – regional and European transport” will be honored by the appearance of the Minister of Transport, Construction and Maritime Economy – Mr. Sławomir Nowak, representatives of Slovakia and Ukraine together with the General Consulates of Slovakia and Ukraine in Kraków that are already participating and show keen interest in the programme and other participants as well as in the topic of our debate.. The speakers in the debate will be international experts in transport networks and funding the road and rail infrastructures.

Amongst the invited guests there will also be representatives from the Ministry of Transport, Construction and Maritime Economy, as well as representatives from the Sejmic Commission responsible for matters connected with the infrastructure. Also regional and central authorities responsible for the transport strategy in Małopolska, representatives of the General Directorate of National Roads and Motorways, the Board of Municipal Infrastructure and Transport in Kraków, the Road Transport Inspectorate and the Rail Transport Office will be present. Also the Representatives of the Polish State Railways (PKP) and Representatives of the Polish State Railways – Polish Railway Lines (PKP PLK) showed interest in participating in the forum.

Our forum is an excellent opportunity to exchange experience, hold an open dialogue between experts, establish contacts, promote road transport and logistics experts, meet investment decision-makers and representatives of the neighbouring countries as well as to engage in a dialogue with the top-level officials. This is also a unique opportunity in Southern Poland for such a debate in which the aspect of the transport infrastructure will acquire not only a regional but also an international layout.

The conclusions derived from the forum together with the votes of Polish and foreign experts will be passed on to the Ministry of Transport, Construction and Maritime Economy.

Lecturers:

Marzena Rytel has more than 17 years of professional experience in investment banking and infrastructure financing. She advised number of foreign corporates in their investments in Poland, as well as Polish government and local authorities. Currently Marzena specialises in project financing of capital-intensive infrastructure and transport projects. She has experience in the preparation of financial models and in context of preparation of EU funded projects with particular focus on blending EU funds with PPPs.

Paweł Szaciłło is a Deputy Director in the Infrastructure, Government & Utilities (IG&U) team in PwC in Warsaw. Earlier he worked in General Directorate for Regional Policy in the European Commission in Brussels. He was in charge of transport infrastructure project management as well as an evaluation and approval of applications for EU co-financing from Cohesion Fund and European Regional Development Fund. He was also responsible for monitoring and evaluation of major infrastructure projects implementation. Paweł has experience in management, supervision and monitoring of major infrastructure investments based on Polish Construction Law and FIDIC contract conditions. After his long-term cooperation with the General Directorate for National Roads and Motorways in Poland he has practical knowledge in the field of PPP.

Vincent van den Bosch, Managing Partner PNO CEE

Vincent has a background in consultancy in fields of transport, maritime and automotive manufacturing and the chemical industry. He also has experience in the political field.

In the past years he has focussed on business development in 360, financing and landing services, bringing his experience in the EU Communitary programmes, European Investment Bank and lobbying with local and regional governments. Some project developments where Vincent has been involved are: modernization of the sea terminal in Kronstadt (St. Petersburg) and of St. Petersburg River Port, construction and start-up of a rail terminal in Rumania, the barge container terminal Alphen aan den Rijn (Netherlands), the Ro-ro terminal Vlaardingen (Netherlands),the sea container terminal London Gateway and the tunnel Motorway E19 through Maastricht.

Vincent studied Public Administration at Universities Rotterdam and Leiden. Specialism: financial-economical management.

Roman Ciepiela Graduate of Agricultural College and postgraduate of Mining Engineering School. He was an activist of the first movement of „Solidarność“ and the Civil Committee. Councillor since 1990 of the 1st, 2nd and 3rd term of Tarnow’s town council.

Since 2002 he is the councillor of the Voivodeship. He was the President of Tarnow from 1994 to 1998 as well as Vicepresident in the years 1998 – 2000. He was the Vicechairman of the Małopolska Regional Council. In the years 2002-2007 he was commisioned the function of Substantial Matter Director of the Małopolska Institute of Territory and Administration in Cracow.

Since 2007 he was the Vicemarshall of the Małopolska Voivodeship, maintaining the operational programme Human Capital, road and rail infrastructure and the work market in Małopolska. At this time he performed the role of chairman of the subcommittee concerning the operational programme Human Capital, the role of chairman to the council of the Project’s Programme „Diamond“ for talented students and the role of chairman of the Voivodeship’s Council of Road Security.
